New funding is allocated to NASA Aeronautics Support Team, which is working on initiatives such as “green flight” that Middaugh hopes will help spur research and development investment here. New construction –– The $8.7 million capital budget focuses on expanding Fire Station 4 on Olde Towne Road, a redesign of Mid County Park and Kidsburg, and at the County Government Complex renovating Building D and razing Building C after WJC Schools administration moves out. A number of small school projects and trailers are also included. Optimism –– “We hope that the budget is overly conservative,” Middaugh said Tuesday. Officials expect leaner revenues in 2013 and 2014, when fresh property reassessments will reflect depressed home values that could be off by up to 5%. Middaugh said he is being cautious to not place new money into recurring expenses this year.
